EXPERIENCE

Anatoly primarily works with greenfield investment projects regarding the construction of industrial facilities throughout Russia. He also advises clients in the fields of corporate, commercial, tax, and contract law.

Anatoly leads our Russian Public Procurement & Public-Private Partnership Practice and has participated in developing the model procurement documentation for forthcoming public-private partnership projects in Saint Petersburg.

Before joining Hannes Snellman in 2006, Anatoly held position of Deputy Director of the Legal Department in Russian company producing power generators and constructing power stations.

  • Wrote a legal opinion concerning the sale of emission reduction units (ERU) by a major Russian power-generating company under the Kyoto Protocol.
  • Standardized the procurement documentation for forthcoming public-private partnership (PPP) projects in Saint Petersburg (consultant to the Saint Petersburg Committee for Investments and Strategic Projects)
  • Conducted an LDD before the acquisition of a famous international pizzeria chain in Moscow.
  • Negotiated with the governmental authorities of Perm Region and Pskov Oblast concerning an investment project to construct a pulp mill and prepared an investment agreement for the project.
  • Conducted an LDD regarding the privatization of agricultural land in the early 1990s and court litigation related to the ownership rights to the land.
  • Major investment project in Novgorod Oblast concerning the construction of a plant for the production of insulation, including negotiating with governmental authorities, obtaining tax benefits for the investor, securing the investor’s rights to the land plots, etc.
  • Major investment project concerning the construction of a pulp mill and saw mill in Kostroma Oblast, including negotiating with the governmental authorities, preparing an investment agreement, obtaining tax benefits for the investor, securing the investor’s rights to the land plots, and numerous issues connected with forest plots and forest supply.
  • Series of court litigations connected with the transmission of electricity via electrical grids to a saw mill, payments for these services, and tariff issues.
